REQUIREMENTS

The Prospective Developer must have the following:

Step 1
Clearance letter after official search on status of land from Lands Commission/Land Title Registry upon issuance of a search letter by the Development Control Unit.
Step 2
Three (3) sets of working drawings with the following requirements; i. Site Plan (scale 1:1:250 or 1:2, 500) ii. Building, Fence, and Block Plans (scale not less than) 1:20 or 1:40 or metric equivalent 1:1000 & 1:2000).
Step 3
Building Permit Application Form and Physical Planning Department Form 1.
Step 4
Ensure that the underlisted professionals sign the various plans to be attached to the Building Permit Application. i. Professional Town Planner to sign the Block Plan ii.Architect or Licensed draughtsman for Architectural plans. iii. Civil or Structural Engineer for structural drawings for Three (3) storey and above.

Please Note

You may have to provide the following reports if your development is a multi-storey structure or complex: Environmental Impact Assessment Report, Structural Report, Fire Service report, Hydro Report, geological Report or Traffic Management Report.

As a Planning Officer, I must inform you that approving a multi-storey structure or complex requires rigorous vetting to ensure public safety, environmental sustainability, and orderly urban growth. For your permit to be granted, you must submit an Environmental Impact Assessment Report and a Geological Report to prove the site is ecologically safe and the soil can support a heavy load without sinking. Additionally, a certified Structural Report is mandatory to guarantee the engineering integrity of the building against collapse, while a Hydro Report must demonstrate that the development will not cause localized flooding or overwhelm our municipal drainage systems. Furthermore, your application must include a Fire Service Report and a Traffic Management Report to protect both the occupants and the wider community. The fire report must verify that the complex features adequate emergency exits, hydrants, and evacuation routes approved by the authorities. Meanwhile, the traffic report must prove that the influx of vehicles will not cause gridlock on local roads and that you have provisioned sufficient on-site parking. Meeting these critical technical requirements is essential for safeguarding lives and securing your official development permit. [1]

Development and Building permitting is the main instrument for controlling or managing physical development. Development permit in this context refers to permits issued in relation to planning and building applications Effective development management promotes orderliness, convenience of movement, public safety and enhanced economic development.

  • Development Permit: Also known as planning permission, it ensures your project (including land sub-division or change of land use) conforms to the area's zoning status, setbacks, and density limits.
  • Building Permit: Specifically authorizes the physical construction to begin, ensuring the structure’s foundation, structural integrity, and materials meet minimum life and safety standards. 

Yes. Under the Local Governance Act, 2016 (Act 936), all physical developments require a permit. This includes constructing new buildings, structural alterations, transformations, or even erecting advertisements and hoardings. 

Requirements can vary slightly, but generally, you will need to submit the following to your Physical Planning Department

  • Completed permit application forms (purchased from the Assembly).
  • Proof of land ownership from the Lands Commission.
  • Four sets of architectural drawings signed by a certified architect.
  • Four sets of structural drawings signed by a certified engineer.
  • Reports from the Ghana National Fire Service and an Environmental Protection Agency (EPA) permit

  • Fees: Generally range between ₵200 and ₵500 for standard residential projects, and ₵1,000 to ₵5,000 for commercial developments, depending on the municipality or district.
  • Timeline: The approval process typically takes between 6 to 12 weeks, provided your application is complete and error-free upon submission.

According to Legislative Instrument (L.I.) 1630, a building permit is valid for 5 years. If your project is not completed within this timeframe, you must apply to your local Assembly for an extension of time

Building without approval is illegal. The local authorities have the legal mandate to penalize you, seal your premises, or even demolish the unapproved structures without prior compensation.
